Job Description

We Are:

Fermilab is America's premier laboratory for particle physics and accelerator research, funded by the U.S. Department of Energy. We support discovery science experiments in Illinois and South Dakota and locations around the world, including Canada, mountaintops in Arizona and Chile, and the South Pole.

Fermilab's Long-Baseline Neutrino Facility (LBNF) seeks a Near Site Conventional Facilities (NSCF) Resident Engineer to lead construction planning and management of the proposed conventional facilities at the Near Site in Batavia, Illinois.

LBNF is a large multi-faceted project that will construct a new neutrino beam on the Fermilab site, a detector that will measure the properties of the neutrino beam as it exits the Fermilab site, and very large detectors located more than 1000 km away and a mile underground in an old gold mine at the Far Site in Lead, South Dakota, to measure how the neutrino beam may have changed in flight through the earth. Fermilab has overall management responsibility for the project. However, other National Laboratories and collaborating universities also play important roles, and the Far Site may be owned by a non-Department of Energy (DOE) entity.

The NSCF Construction Manager will report to the Conventional Facilities (CF) Project Manager who has ultimate responsibility for the planning, design, and construction of all conventional facilities on the Fermilab site and at the Far Site. The NSCF Construction Manager will work with the NSCF Project Manager to ensure cohesiveness and constructability of the NSCF design.

The NSCF Construction Manager is the point of contact for the construction subcontractor(s) and is responsible for construction site leadership, coordination, and communication; providing status to CF and LBNF project leadership; and managing construction scope, cost and schedule within the approved baseline.

You Will
  • Lead the NSCF construction team, including Project Engineer, Construction Coordinators, and NSCF consultants to assure successful construction completion and the implementation of LBNF QA and ES&H requirements for all the construction.
  • Provide leadership regarding issues related to construction phase activities including construction and construction coordination roles, responsibilities and processes.
  • Assist in the preparation of construction subcontracts Request for Proposal solicitation packages and participate in the selection process.
  • Evaluate construction change orders, time extension requests, and claims for additional costs and time.
  • Oversee and manage all submittals and RFIs process with Fermi Research Alliance (FRA) and A/E.
  • Act as lead point of contact with the construction subcontractor(s).
  • Approve construction contractor payment schedules and invoices.
  • Provide technical expertise in construction matters, particularly for deep open cut and/or tunneled facilities.
  • Assist with leading the planning, design and construction of underground and surface facilities for the project.
  • Assist with coordinating value management, risk management, quality assurance, and constructability management activities.
  • Assist with efforts of WBS managers for budgeting, scheduling, and preparation of documentation for required project reviews and milestones.
  • Interface with other LBNF technical systems to ensure satisfaction of user requirements and coordination of conventional facilities construction schedules with technical installation.
  • Participate and/or lead weekly construction planning meetings.
  • Participate in project reviews and represent the project as assigned.
  • Abide by and is responsible for performing all duties as assigned and in accordance with all ESH regulations and practices pertinent to this position.
  • Assist in ESH and QA activities related to construction phase activities.
  • Coordinate construction activities with Fermilab operations, beamline installation, accelerator operations and FESS operations.
  • Manage the subcontractor construction management, inspection, quality assurance, testing, commissioning, and startup of CF.
  • Resolve engineering design or technical issues that develop during construction, in consultation with the A/E and other stakeholders.
  • Respect, understand and value individual differences that embody the principles of diversity.

We Are Looking For
  • B.S. degree in Engineering, Construction, or related field from an ABET accredited institution
  • Minimum 15 years' experience in the design and construction of large heavy/industrial projects (20 years' experience preferred)
  • Strong background in the construction management of heavy construction projects
  • Strong background in evaluating construction change orders and claims
  • Strong background in preparing and understanding construction schedules and cost estimates
  • Working knowledge of Microsoft Word, Excel, and Power Point
  • Working knowledge in Primavera P6
  • Strong written and verbal communication skills
  • Strong conflict management experience
  • Supervisory experience
  • Ability to work in high production environment (50+ hours/week, including nights and weekends are expected) and questioning environment
  • Strong analytical skills to identify trends and establish proactive corrective actions
  • Ability to work in a team environment
  • Ability to work independently
  • Ability to work within a matrix organization
  • Experience in hard rock tunnel projects, specifically drill and blast excavation preferred
  • Experience in leading multiple-organization project teams preferred
  • Experience on projects following DOE 0413 preferred
  • Working knowledge of earned value management systems preferred
  • Certification as a Professional Construction Manager by the Construction Manager Certification Institute (CMCI) preferred
